Memory-Map has a feature called "Change map scale when Zooming" which can automatically select a new raster map as you zoom in and out.
This video shows how to disable this feature and how to select which maps are used when zooming.
Note that this only applies to Memory-Map for Android, iOS and Mac. On the PC, scale-in and scale out always chooses the next available map.
